Now we have a female passenger traveling with breast milk. She doesn't try to make a scene or cause problems, but the TSA agents detain her for 30 minutes while figuring out the TSA rules regarding breast milk before letting her proceed.

She complains to the TSA by phone after getting home, and is advised to print out a copy of the rules for breast milk screening and bring them with her when she travels.

She does that. Next trip through the same airport, the TSA agents at that game detain her for breast milk again. When she presents the printed TSA rules on the subject, specifically that breast milk is to be screened as a medical liquid and does not have to be x-rayed, the TSA supervisor tells her 'not today'.

This is clear-cut harassment and abuse of authority. This is not someone that is trying to protest or take a stand. This is someone trying to follow TSA's rules, and still being harassed.

As a dad of three I can safely say that you don't fuck with a mom's boob juice. That shit is more important to them than diamonds.
