it is not a compliance buy out. a compliance buy out can only be used on a player making 3 million a season or more. |

For one season following a compliance buyout, the player is prohibited from rejoining the team that bought him out. |

I don't know if it would still count against you anymore. Under the new CBA, you can stuff up to $900,000 in the minors, but the remaining salary of the player counts against the cap. For example, last year, Tim Connolly was stuffed in the minors, but the Leafs were still on the hook for $3.6M of his $4.5M salary on the cap. |
