it is not a compliance buy out. a compliance buy out can only be used on a player making 3 million a season or more.

The three million is only if they wanted to use it prior to the 2012-2013 season and it would only be one compliance buyout OR they use the accelerate option

For one season following a compliance buyout, the player is prohibited from rejoining the team that bought him out.

He'd have been stuffed into the minors, but who knows if the new CBA made that impossible now. I don't know if it would still count against you anymore.

Under the new CBA, you can stuff up to $900,000 in the minors, but the remaining salary of the player counts against the cap.

For example, last year, Tim Connolly was stuffed in the minors, but the Leafs were still on the hook for $3.6M of his $4.5M salary on the cap.
