What the fuck? What "conditions" need to be negotiated? It's already been upheld and shown that they can do whatever the fuck they want while "on duty", except exercise good judgment, common sense, and prove they have the equivalent of a Columbian high school diploma...

Yeah, let's just ignore the fact that they're already Federal effin employees...are we to believe their working conditions are in such a state that the formation of a union is required to protect them?

Now we can look forward to scenarios like this:
"Hold on citizen, you need to have your balls groped but I haven't been to my bi monthly training classes for that so I can't. Jim-Bob can do it but he's on his mandated 15 minute masturbation break so you're going to have to wait."
