Trade Gerbe and a 1st rd pick for Patrick Sharp (Chicago needs cheap young talent to save cap room). Trade Stafford to anybody for a 3rd rd pick (or whatever he's worth). This will add 1.15 mil to the cap number.

Let Lydman walk, and bring up Weber to replace him (their games are almost identical, aside from the valuable experience). Re-sign Tallinder for 2 mil per for a few seasons (a fair salary reduction if he really wants to stay in Buffalo), or sign Michalek or the best d-man possible for 2 mil. This will save just over 2.5 mil off the cap number, for an overall savings of 1.4 mil. Use that money and whatever extra necessary (another mil at most) to sign Foster. That would put Buffalo right at the cap limit and leave a roster of...
