Personally, I think they're right. We discussed this possibility at forums.sabres.com a few years back, and I believe we were split down the middle.
More and more, you see hooks and holds. The big one is reaching the arm around players when pinning them along the boards.
I think they've eased off of calling these plays, and when I went back to see some DVRed games I have saved from 05-06, it seems as though they were much more strict.
Goals have been gradually decreasing each year since the lockout. This could be a pretty good explanation as to why.
