Well, I would hope that opposing teams would come up with a way to beat the trap. But I heap a certain amount of shame on the teams that employ it so regularly. Effective, but boring as fuck. Still, I'd rather see teams correct it themselves than have a rule change.
That being said, I like this suggestion very much.

The problem, Ham, is that when they brought the blue lines closer together to create more room in the offensive zone to cycle the puck, they made the neutral zone smaller, which makes it that much easier to clog.
While the cycles in the offensive zones have gotten much better, getting there is an issue when you're playing a team who employs the 1-3-1.
I think that would be the last rule change they need to make sure hockey stays wide open.
