Yes, the same trick that Jacksonville does (covering seats to reduce capacity) has moved south to the BankAtlantic Center.

Are you just being ignorant or something? Florida is far from a model franchise anywhere in the league.

I don't see the Canes tarping their seats, or even Dallas, or even Tampa. Atlanta hasn't tarped any of their seats.

And lets be honest about Toronto. They are definitely the most popular team in Toronto, over the Jays and the Bombers? I believe that is the CFL team? Either way lets be honest Hockey is more fun in Canada than baseball and football. So with a team like Toronto... people are always going to go to the games. So why should they try to get better if they are selling out?
