What is the criteria for calling a penalty vs. just waving the goal off?

Rule 69.1-.3 says that intentional contact by attacking player on goalie results in penalty, incidental contact requires goal called off but no penalty.

The way the rule is written, intent comes into play.

If it's accidental contact, it's not a penalty. If it's intentional (or the player didn't try to get out of the way when they could have) then it's a penalty.

Makes sense. That's why I wasn't upset with the non-penalty on Callahan. Not intentional, but prevented Jhonas from making a play. Although you could argue he was bumped a little, he was in the way.
