Not saying I want to get rid of drunk people...I generally have no problem with them. I live on a college campus, I definitely see my share of drunk people. However, they can be a hazard. Just as sober people can be - although sober people are less likely to, naturally.

There's been more than one time where I've had to stop for drunk people walking down the middle of the road around here. Thankfully it's well lit and they are slow roads, because it's just asking to be hit.

But under that logic I see no reason why the guy should have been charged for more than public intoxication. Yes, the toy is harder to move, I'll give that - but if the guy was sitting in an office chair in the middle of the street, that would be harder to move as well. (Yes, I've seen people in office chairs in the middle of the street before too - there's a ramp in front of my place, once there were people sliding office chairs down it and across the street.)

Under that logic you can ticket a child driving it for unlicensed operation of a motor vehicle?

Just doesn't make sense.
