why are the moderators called GLOBAL moderators?

It means they have ruling to every forum, and every option except changing around the forum and being an admin, unless they are hidden admins that look like mods.

You can have forum moderators which only look after one forum specifically given to them.

...no. Actually, the Administrator can assign different moderators to each separate forum, exclusively - Where they cannot moderate outside a specific forum or subforum. (What Skyline said...)

In this case, the message boards aren't large enough, nor specialized enough (ie. Software Tech/Engineering Tech Help) to warrant any distinction...

As for the name of the City of Buffalo - It seems to have been a bastardization of the French "Beau Fleuve" - Lovely or beautiful river...for the Niagara River.

Over time, it was supposed to have been Anglicized and changed, to Buffalo...

But, that may not be entirely or precisely true.
