What did this guy do between 2007-now besides being a scout during 2009 for Buffalo(and why did his status remain this way).

Why do you suppose they didn't consider this guy way before now? I can only assume it took a bit of coercion(loot) to make it happen, but if he was a hot talent, why wasn't he approached long ago?
