Which is how it should be - 15 is too young to drive, even with a parent in the car.
I was almost 17 by the time I got my permit, got my license when I was 17. I'd actually be in support of having to be 17 to get a license.
Here you have to be 15 to get your permit, you also have to go through drivers ed for two weeks, and you have to drive with an instructor for like 6 hours, and you have take courses like defensive driving and alive at 25 to get your permit here. I didn't have to take the extra course, but you have to keep your permit for an entire year before you can drive, and for the first 6 months of your license you can only drive from 5am to 9pm unless you are coming home from work.
So basically, you are taught every possible thing, and in all honesty, I don't think 15 is too young for your permit, many kids have driven something before they turn 15 anyways. And it forces the kids to have at least one year driving before they get their license.
