It's a high school football formation, from West Genessee High School which is near me. One of the Miami offensive coaches used to coach at West Genny here.
Who knows who originally started it, but Pro's never used it until the Panthers first used it by Dan Henning, who is now OC of Miami.
It's not exactly a new type of formation.
