Since Darcy Regier doesn't set the internal budget, he only operates within it, the comments from this presser only confirm to me that this wasn't his decision.

No, and no. He was bought out, due to being "over budget". That means that despite the salary cap going up, Golisano didn't make enough money from last season's 1st rd playoff exit to justify spending more this season. Golisano told Quinn and Regier to not spend beyond X amount (self-imposed cap based on meager profit margin), so with the unexpected arbitration award Darcy had to go away from the routine of grooming young players and ditch TK.
