Still suffering concussion-related symptoms = still not cleared to play hockey.
Brian Burke offered Moore a contract last September. Moore's attorney was livid, saying that Burke knew that Moore was still having problems, and still not medically cleared to play hockey.

Burke said in the letter he had to come to understand that Moore had made physical progress in his rehabiliation from the hit.
Not so, said Danson.
"Steve Moore's condition at the time Brian Burke made these offers was quite frankly, very worrisome. He had severe head injuries and the doctors were very concerned.
Saying that Moore 'just sucks' is downright offensive. The guy has permanent physical disabilities from that hit, and will never play hockey again.
