Rebuilding a team can not be solely reliant on the draft. Yes, you need to make moves to get better players. This is the mindset Pegula has and shares with most Sabres fans.
You can't solely rely on the Draft, but look at Detroit, Pittsburgh, and Chicago who had a majority of their core or best players on the team drafted by them and won the cup.
Detroit had Lidstrom, Datsyuk, Zetterberg, Holmstrom, Filppula, Kronwall, Osgood was even drafted by the Wings and came back.
Pittsburgh had, Staal, Crosby, Fluery, Malkin, Letang, Scuderi.
Chicago had Toews, Kane, Byfuglien, Niemi, Bolland, Keith, Seabrook, Hjalmarsson, Burish.
Last three cup winners, basically built through the draft, refined through FA and trades. You build a team by drafting, with tweaks from the other two options.
