did you see the first National Treasure movie? its what they used to unlock the code on the back of the declaration of independence.

if you didnt see it. the code related to a page-line-letter in a book or something like that.

It has to point to the CoC. 458 characters, 8 lines, 83 words.
Indemnity = ten in my id
All those other numbers in the cipher spell out victim something or other.

The first is Crosscheck and you guys have already covered him. The only thing left to do is protect anyone else with a ten digit name and there aren't many - none of whom have anything to do with the CoC.
