20 years after Haiti gained independence from France, the French navy surrounded Haiti and demanded monetary reparations for the 'loss of a slave colony'. They didn't have much of a choice in the matter, so they started making payments. They agreed to pay 150M Francs to France. In today's dollars, that's in the neighborhood of $20 billion USD.
When Haiti was under control of the Duvalier family, they spent close to 30 years stealing foreign aid money, and taking out new foreign loans for their own purpose. Roughly 45% of the entire national debt of Haiti is money stolen by the Duvaliers. There's also a good chunk of money owed to the US government. It's so bad that Haiti barely has the money to pay the interest on what it owes.
Thankfully, the French government is moving forward on a plan to forgive their debts, as is the US government. Just about all of the debt inured by the Duvaliers is considered illegal based on international laws regarding such things. (Basically, you can't take a loan out on behalf of a country and use the money for personal gain.)
They've been behind the 8 ball since the inception of their nation thanks to France, and the US.

Thanks for bringing that to the forefront. The Duvaliers and their economic rape of the country for personal gain also went through my mind--I did not recall the price Haiti was required to pay when they emancipated themselves from France. It truly does boggle the mind that this has gone on for as long as it has for generations of people. No wonder these people are so beaten down.
You shed light on an interesting POV that I hadn't really probed too deeply into when I wrote my response.
That being said, I have a hard time with sending huge chunks of our money for outside aid (yes, they need help desperately). We need to clean up our side of the street first.
Either way, it is a no-win situation-we don't help, we're heartless and cruel, we do help, people bitch because we should be taking care of our own. Solution? I don't know how to strike the balance between the two. This is why I am not in politics.
<edit>Why aren't the French in there, busting their butts to assist these people more so than just not deporting illegals back to Haiti at this time or "forgiving" a debt that shouldn't have been in the first place? The money Haiti has "repaid" should by used by France to rebuild the country, period.
